Here is a very well informed site on the situation in Darfur from a US based association that does not hesitate to investigate whatever situation they consider worth investigating, be it in USA or elsewhere.
On top of reminding the status of genocide under international laws they also set up their own clear definition of genocide that can be usefull in studying the situation in Darfur.

Devoir d'ingérence anti-génocidaire, communisme, Darfour etc...

C'est fabuleux de jeter un oeil au 15ème séminaire de l'Internationale Communiste qui s'est tenu début Mai 2006 à Bruxelles (à noter que le FARC colombien est dans la guest list, ils ont sans doute donné un séminaire sur les enlèvements et le traffic de coke....)

Par exemple, la déclaration du Dr. Mohamed Mourad du Parti Communiste Soudanais ne mentionne pas le génocide au Darfour mais fait par contre une longue diatribe sur les caricatures danoises.
Nous sommes donc en 2006 et la politique du Soudan au Darfour est telle que Koffi Annan a déclaré que cette région était l'enfer sur terre.
Mais pour le PCS le vrai scandale du moment, ce ne sont pas les centaines de milliers de personnes massacrées par leur propre gouvernement, ce sont les 2 dessins du prophète dans un journal obscur......
Quand l'idéal communiste rejoint le fanatisme islamiste.....

Heureusement, le Droit International évolue lentement vers une application du concept de devoir d'intervention dans les cas ou des dirigeants sont incapables (ou n'ont pas la volonté) de protéger leur propre peuple.
C'est très clair dans une déclaration du même Koffi Annan l'année dernière: "Your second question refers to the responsibility to protect and the argument that each government has a responsibility to protect its own citizens. And in situations where genocide or ethnic cleansing or crimes against humanity are going on and the government is either unable or unwilling to do it, the international community has the responsibility to step in -- and that, as a last resort, the Council may authorize the use of force. This is a decision the Council will have to take. We have faced similar situations in the past, and we are facing a similar one in Darfur today"
Il dit donc que chaque gouvernement a la responsabilité de protéger ses propres citoyens et que si il ne veut ou ne peut le faire, la communauté internationale a la responsabilité d'intervenir et qu'en dernier recours le Conseil de Sécurité peux autoriser la force, comme cela pourrait être le cas au Darfour...C'est le "devoir d'intervention anti-génocidaire"

Ce devoir est bloqué pour le moment dans le cas du Darfour par la République Populaire de Chine, qui vend des armes au Soudan, lui achète 7% de ses besoins en pétrole et a un droit de véto au Conseil de Sécurité........
